Residential Energy Efficiency Improvement Program
Laguna Woods residents are invited to apply to receive up to approximately $3,750 in replacement windows, doors, or other energy efficient improvements for their homes through the City’s Residential Energy Efficiency Improvement Program. Improvements are made at no cost to residents. This program is made possible through a Community Development Block Grant (CDBG) awarded by the County of Orange.
To qualify, residents must be owner-occupants, at least 60 years of age, and either “very low income” or “extremely low income” as defined by the federal Department of Housing & Urban Development. Current gross income limits are a maximum of $34,150 for a household of one and a maximum of $39,000 for a household of two. Residents who have previously participated in the City’s program are not eligible to apply for additional funding. Eligibility requirements are subject to change, at any time, without notice.
Preliminary applications are available at Laguna Woods City Hall, 24264 El Toro Road, Laguna Woods, CA 92637, and on the City’s website (see link below). Residents are advised that, due to funding limitations, there may be 12 month or longer wait once qualified.
Preliminary applicants who are selected for potential funding consideration will be contacted by telephone and then mailed a long-form application. The long-form application requires income verification supported by federal income tax returns, bank statements, pay stubs (if applicable), Social Security letters, pension payment information, and more. Residents who are unable or unwilling to provide this information should not apply.
The City will review long-form applications prior to making funding decisions. The submittal of preliminary and/or long-form applications does not imply, suggest, or guarantee eligibility or participation in the Residential Energy Efficiency Improvement Program.
