CITY COUNCIL MINUTES

SPECIAL MEETING

June 12, 2002

2:00 P.M.

 

 

  1. CALL TO ORDER

 

Mayor McLaughlin called the Regular Meeting of the City Council of the City of Laguna Woods to order at 2:00 p.m.

 

  1. FLAG SALUTE

 

Councilmember Bouer led the Flag salute.

 

III.       ROLL CALL

  1. PROCLAMATIONS

 

Moved by Councilmember Ring, seconded by Councilmember Bouer and carried unanimously to adopt Proclamation 5.1.

 

5.1       Proclamation – National Small Cities Day – June 14, 2002.

 

  1. CONSENT CALENDAR

 

Moved by Councilmember Ring, seconded by Mayor Pro Tem Hack, and carried unanimously to approve Consent Calendar items 6.1 through 6.2.

 

6.1       Agreement between the City of Laguna Woods and the County of Orange for Establishment of a New Branch Library and Reimbursement of Costs

 

  1. Approved the attached agreement between the City of Laguna Woods and the County of Orange for the establishment of a new branch library and reimbursement of costs.
  1. Authorized the City Manager to execute the agreement subject to approval by the City Attorney as to form.

 

6.2       El Toro Road Rehabilitation Project

 

  1. Awarded a contract to All American Asphalt of Corona, California in the amount of $665,755.49, and provide for a 10% contingency authorization in the amount of $67,000, and authorized the City Manager to execute the agreement and approve change orders.
  1. Reallocated funds budgeted for the El Toro Road Rehabilitation project by reducing Fuel Tax funding by $125,000 and budgeted $125,000 in Measure M funds.

 

VII.     CITY MANAGER’S REPORT

 

7.1       Housing Element Time Extension

 

City Manager Keane advised that the current Housing Element extension will expire on June 19, 2002. She reported that the General Plan Environmental Impact report will be completed and available for review by the end of the week and will be brought to Council in September for public hearing and action. The time extension, however, requests the Governors Office on Planning and Research allow the City until January 2003 to complete the Housing Element should any complications surface.

 

Moved by Councilmember Ring, seconded by Mayor Pro Tem Hack and unanimously carried, 5 –0 to adopt Resolution 02-17 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, REQUESTING THAT THE DIRECTOR OF PLANNING AND RESEARCH FOR THE STATE OF CALIFORNIA GRANT AN EXTENSION OF TIME FOR THE PREPARATION AND ADOPTION OF THE HOUSING ELEMENT OF THE LAGUNA WOODS GENERAL PLAN

 

7.2       Fiscal Year 2002-2003 Budget

 

City Manager Keane presented the proposed Fiscal Year 2002-03 Budget. The proposed budget totals $7.4 million, which represents a 24% decrease in the estimated actual expenditures in Fiscal Year 2001-02. The proposed budget will maintain all existing service levels and programs.

 

Councilmember Ring questioned election costs and the community services committee budget.

 

City Manager Keane reported that staff is continuing to investigate the election costs and will provide information at the June 19, 2002 meeting.

 

Sandy Verrall, Community Services Committee Chair, discussed the proposed Community Service budget and programs.

 

Discussion was held on accepting the proposed budget, but limiting the Community Services Committee and Human Relations Committees to one event and one bus trip each through December 2002 and reevaluating the program at mid-year.

 

Moved by Councilmember Ring, seconded by Councilmember Bouer and unanimously carried to approve the proposed Fiscal Year 2002-2003 budget in concept.

 

XIII.    PUBLIC COMMENTS

 

None.

XIII.    CITY COUNCIL COMMENTS AND ANNOUNCEMENTS

 

Councilmember Ross reported that the Orange County Fire Authority would be presenting awards at the Salvation Army Headquarters tomorrow.

 

Mayor Pro Tem Hack discussed the County lawsuit.

 

City Attorney Biggs expressed concern regarding the discussion of the County lawsuit. Mayor Pro Tem Hack agreed not to discuss further.

 

XIV.    ADJOURNMENT

 

The meeting was adjourned at 2:56 p.m. to the Regular Meeting of the City Council at 2:00 p.m., Wednesday, June 19, 2002 at Laguna Woods City Hall, 24264 El Toro Road, Laguna Woods, California
