CITY COUNCIL MINUTES

REGULAR MEETING

April 18, 2007

  1. CALL TO ORDER

 

Mayor Robbins called the Regular Meeting of the City Council of the City of Laguna Woods to order at 2:00 p.m.

 

  1. FLAG SALUTE

 

Mayor Pro Tem Hack led the flag salute.

 

III. ROLL CALL

  1. CITY PROCLAMATIONS

 

Moved by Councilmember Ross, seconded by Mayor Pro Tem Hack, and carried unanimously to approve City Proclamations 5.1 and 5.5.

 

5.1 Proclamation – Fair Housing Month – April

 

5.2 Proclamation – Arbor Day – April 27, 2007

 

5.3 Proclamation – West Nile Virus and Mosquito and Vector Control Awareness Week – April 23-29, 2007

 

5.4 Proclamation – National Volunteer Week – April 15–21, 2007

 

5.5   Proclamation – National Crime Victim Week – April 15-22, 2007

 

  1. CONSENT CALENDAR

 

Moved by Mayor Pro Tem Hack, seconded by Councilmember Ross, and carried unanimously to approve Consent Calendar items 6.1 through 6.7.

 

6.1   Approved City Council minutes from the regular meeting of March 21, 2007.

 

6.2   Approved the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appeared on the public agenda were determined to have been read by title only and further reading waived.

6.3   Received and filed March 2007 monthly Treasurer’s Report.

 

6.4   Approved the April 18, 2007 Warrant Register in the amount of $626,589.48.

 

6.5   Trash and Litter Control Regulations

 

Adopted Ordinance No. 07-01 establishing litter regulations, entitled:

 

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING CHAPTER 4.06 “TRASH AND LITTER CONTROL” TO TITLE 4 OF THE LAGUNA WOODS MUNICIPAL CODE AND ESTABLISHING TRASH AND LITTER CONTROL REGULATIONS TO PROTECT PUBLIC HEALTH AND SAFETY.

 

6.6   Tree Maintenance and Removal Regulations

 

Adopted Ordinance No. 07-02 establishing tree maintenance and removal standards, entitled:

 

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ESTABLISHING REGULATIONS FOR THE MAINTENANCE AND REMOVAL OF TREES

 

6.7 Amendment No. 9 to Agreement No. C-0-0936 between the Orange County Transportation Authority and City of Laguna Woods

 

Approved Amendment No. 9 to Agreement No. C-0-0936, an agreement between the Orange County Transportation Authority and City of Laguna Woods, and authorized the Mayor to execute the agreement, subject to review by the City Attorney.

 

VII. PUBLIC HEARINGS

 

None.

 

VIII. CITY COUNCIL

 

8.1 City Advisory Committee Appointment

 

City Manager Keane advised that Councilmember Ross nominated Chuck Zoffer to the Planning Advisory Committee.

 

Moved by Mayor Pro Tem Hack, seconded by Councilmember Ross, and carried unanimously to appoint Chuck Zoffer to the Planning Advisory Committee.

 

8.2 Cable Television

 

Mayor Robbins read the recommended actions.

 

Moved by Mayor Pro Tem Hack, seconded by Councilmember Bouer, and carried unanimously to:

 

  1. Directed City staff to refrain from taking any action to enforce Laguna Woods Municipal Code section 6.34.140, and to refrain from taking any action to address any noncompliance by cable system franchisees with Laguna Woods Municipal Code section 6.34.620 until negotiations regarding the status of existing cable franchises are completed.

 

  1. Established a City Council negotiating ad hoc committee consisting of the Mayor and Mayor Pro Tem to negotiate modifications to the current cable television franchise with the Laguna Woods Village Golden Rain Foundation.

 

  1. CITY MANAGER’S REPORT

 

City Manager Keane reported the City had been awarded a grant for disaster preparedness which will allow the City to have additional Community Emergency Preparedness and Response Academy programs for approximately 100 attendees.

 

  1. CITY ATTORNEY’S REPORT

 

City Attorney McEwen advised there was no report.

 

  1. COMMITTEE REPORTS

 

11.1 Transportation Corridor Agencies (Mayor Pro Tem Hack)

 

Mayor Pro Tem Hack reported that an ad hoc finance committee is studying the possibility of a merger between the agencies and advised that a traffic and revenue study was approved. Funding had also been allocated for an engineering study to add a lane to northbound 73.

 

12.2 Southern California Water Committee (Mayor Pro Tem Hack)

 

Mayor Pro Tem Hack reported that there are some questions pertaining to whether there will be a major push to develop an alternate system to bring water down to from the north to the south counties and the Governor seems to be taking a lead on this issue.

 

12.3 Vector Control District (Councilmember Bouer)

 

Councilmember Bouer reported that West Nile Virus and Mosquito and Vector Control Awareness Week would be celebrated the week of April 23-29, 2007.

12.4  Library Board (Mayor Robbins)

 

Mayor Robbins advised that there had not been a meeting. He announced that there were two additional computers and a small collection of current books now available for use at City Hall.

 

12.5  Orange County Fire Authority (Councilmember Ross)

 

Councilmember Ross advised there would be no meeting this month.

 

12.6  Laguna Canyon Foundation (Councilmember Ring)

 

Councilmember Ring was not present to provide a report.

 

12.6  Coastal Greenbelt Authority (Councilmember Ring)

 

Councilmember Ring was not present to provide a report.

 

XII. PUBLIC COMMENTS

 

None.

 

XIII. CITY COUNCIL COMMENTS AND ANNOUNCEMENTS

 

Councilmember Ross discussed concerns about seniors falling in the home.

The meeting was adjourned at 2:17 p.m. The next meeting will be at 2:00 p.m. on May 2, 2007 at the LagunaWoodsCity Hall, 24264 El Toro Road, Laguna Woods, CA
