CITY COUNCIL MINUTES
REGULAR MEETING
November 14, 2007
2:00 P.M.
I. CALL TO ORDER
Mayor Robbins called the Regular Meeting of the City Council of the City of Laguna Woods to order at 2:00 p.m.
II. FLAG SALUTE
Councilmember Ring led the flag salute.
III. ROLL CALL

IV. PRESENTATIONS

V. CITY PROCLAMATIONS
Moved by Councilmember Ring, seconded by Councilmember Ross and carried unanimously to approve City Proclamation 5.1.
5.1 Proclamation – World Diabetes Day – November 14, 2007
VI. CONSENT CALENDAR
Moved by Councilmember Ring, seconded by Councilmember Bouer and carried unanimously to approve Consent Calendar Items 6.1 – 6.6.
6.1   Approved City Council minutes from the regular meeting of October 17, 2007.
6.2   Approved the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.
6.3 Received and Filed October 2007 monthly and First Quarter, Fiscal Year 2007-08 quarterly Treasurer’s Reports.
6.4   Approved the November 14, 2007 Warrant Register in the amount of $413,218.77.
6.5   Local Campaign Contribution Limits
      Adopted Ordinance No. 07-05, entitled:
AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA AMENDING SECTION 1.14.030 OF THE LAGUNA WOODS MUNICIPAL CODE RELATING TO CAMPAIGN CONTRIBUTION LIMITS
6.6 Amendment No. 10 to Agreement No. C-0-0936 between the Orange County Transportation Authority and City of Laguna Woods
Approved Amendment No. 10 to Agreement No. C-0-0936, an agreement between the Orange County Transportation Authority and City of Laguna Woods, and authorized the Mayor to execute the agreement, subject to review by the City Attorney.

IX. CITY MANAGER’S REPORT
9.1 Building and Construction Codes
City Manager Keane advised that every three years the California Building Standard Commission updates the California Codes governing construction practices in the State of California. After the state code is published, local governments have the opportunity to adopt local amendments based on local geological, topographical and/or climatic conditions. The proposed ordinances will adopt the 2007 editions of the California Building and Construction Codes and the local amendments.
Mayor Pro Tem Hack questioned if the code lessoned the code standards.
City Manager Keane introduced Jon Traw, the City’s Building Official, who briefly discussed the state revisions to the codes and advised that the proposed City amendments to the state code would tighten the state code.
Moved by Mayor Pro Tem Hack, seconded by Councilmember Ross and carried unanimously to:
A.    Schedule a public hearing to receive public input on City Building and Construction Codes for November 29, 2007.
B.    Approved introduction and first reading of two ordinances modifying Laguna Woods Building and Constructions codes, entitled:
AN ORDINANCE OF THE CITY OF LAGUNA WOODS AMENDING TITLE 10 OF THE LAGUNA WOODS MUNICIPAL CODE BY ADOPTING BY REFERENCE THE 2007 EDITIONS OF THE CALIFORNIA BUILDING, PLUMBING, ELECTRICAL AND MECHANICAL CODES, AND RELATED MODEL AND UNIFORM CODES, WITH APPENDICES AND AMENDMENTS THERETO
and
AN ORDINANCE OF THE CITY OF LAGUNA WOODS AMENDING TITLE 10 OF THE LAGUNA WOODS MUNICIPAL CODE BY ADOPTING BY REFERENCE THE 2007 CALIFORNIA FIRE CODE, INCLUDING APPENDIXES 1, B AND C
9.2 Citywide Speed Limits
Assistant City Manager Reilly advised that the California Vehicle Code requires an Engineering and Traffic Survey be performed at least every five years if radar equipment (or other electronic means, such as lasers) is used to enforce posted speed limits.   The City’s traffic engineering firm has completed an Engineering and Traffic Survey of ten arterial street segments within Laguna Woods. No changes are recommended in current speed limits on these segments.
Moved by Councilmember Bouer, seconded by Councilmember Ring and carried unanimously to approve introduction and first reading of an ordinance to establish speed limits on all arterial streets within the City of Laguna Woods entitled:
AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, RESCINDING SECTION 8.06.010 OF THE LAGUNA WOODS MUNICIPAL CODE AND ADOPTING AND ESTABLISHING SPEED LIMITS ON CITY STREETS
X. CITY ATTORNEY’S REPORT
City Attorney McEwen advised there was no report.
XI. COMMITTEE REPORTS
11.1 Transportation Corridor Agencies (Mayor Pro Tem Hack)
Mayor Pro Tem Hack advised that various communities had been requested to write letters in support of the extension of 241 Foothill extension south to San Clemente.
11.2 Southern California Water Committee (Mayor Pro Tem Hack)
Mayor Pro Tem Hack advised that there is a severe water shortage and that large amounts of water, which were in reserves, were used to fight the recent fires.
11.3 Vector Control District (Councilmember Bouer)
Councilmember Bouer provided an update on West Nile virus over the past year.
11.4 Library Board (Mayor Robbins)
Mayor Robbins reported there had not been a meeting.
11.5 Orange County Fire Authority (Councilmember Ross)
Councilmember Ross advised there would be a meeting on Thursday.
11.6 Laguna Canyon Foundation (Councilmember Ring)
Councilmember Ring reported the Nix Nature Center received first place for the interpretative design and congratulated the design team.
11.6 Coastal Greenbelt Authority (Councilmember Ring)
Councilmember Ring advised there would be a meeting on Thursday.
XII. PUBLIC COMMENTS
Mike Curtis, resident, stated that due to the draught condition that the city should be declared built out.
XIII. CITY COUNCIL COMMENTS AND ANNOUNCEMENTS
Councilmembers wished everyone a Happy Thanksgiving.
XIV. CLOSED SESSION
