CITY COUNCIL MINUTES
ADJOURNED REGULAR MEETING
May 7, 2008
2:00 P.M.
I. CALL TO ORDER
Mayor Hack called the Adjourned Regular Meeting of the City Council of the City of Laguna Woods to order at 2:00 p.m.

Mayor Pro Tem Ring led the flag salute.
III. ROLL CALL

IV. CITY MANAGER’S REPORT
City Manager Keane noted that this was the third meeting to discuss the Fiscal Year 2008-09 budget and staff would be presenting the transportation, grants and insurance funds.
Assistant City Manager Reilly provided a power point presentation overview of the various funds, transportation, grants and insurance. He discussed where the funding comes from (fuel tax, measure M, traffic mitigation fees, proposition 1B, etc.) and the use limitations. He also provided projected opening balances, anticipated revenues, proposed expenditures and the projected ending balance.
Discussion was held on the Moulton Smart Street Widening property acquisitions, easements and inspections. Assistant City Manager Reilly advised that the County of Orange would be the lead agency and the City would have an inspector reviewing the work.
City Manager Keane questioned if the conversion of the motorcycle officer to a full time red light/traffic enforcement officer could be funded partially through the Grant Fund – Supplemental Law Enforcement (SLEF). Assistant City Manager Reilly indicated that was allowed.
Assistant City Manager Reilly discussed the Senior Mobility Taxi Voucher Program and reported that the contract was being negotiated. Currently the only taxi voucher increase would be on the John Wayne Airport/South Coast Plaza/Orange County Performing Arts Center/Fashion Island ticket. The current voucher is worth $30 and is expected to increase to $32 each way. Currently the cost is split 50/50 between the resident and the City and therefore, the voucher cost to the resident is expected to increase to $16 each way.
Councilmembers expressed their support of the taxi voucher program and the increase. Mayor Hack requested a summary of the taxi voucher program at the next meeting.
Marty Rhodes, resident, asked what the cost was for the taxi voucher program. Assistant City Manager Reilly stated it was approximately $210,000.
Cris Trapp, PCM, questioned if the projected ending balance for the Senior Mobility Taxi Voucher Program total should have been $131,010. Staff concurred.
Assistant City Manager Reilly discussed the remainder of the Grant Funds. He noted that the funds in the Community Development Block Grant (CDBG) would be spent for window/door, heating/cooling replacement for low income residents and the City Hall parking lot improvements.
Staff advised that the Self Insurance Fund was used for liability, workers’ compensation, environmental, property/earthquake and crime protection insurance.
Council did not have any further recommendations.
V. PUBLIC COMMENTS
Arlene Sontag discussed the first annual Laguna Woods Village Home Tour.
City Manager Keane reminded residents that two free fluorescent light bulbs, which were given away to residents during Earth Week, were still available.
