State law requires the City to administer and enforce building codes adopted by the California Building Standards Commission. Prior to the City’s incorporation in 1999, the County of Orange was responsible for doing the same. While individual homeowners’ associations may choose to require permits, conduct plan reviews, and perform inspections for any number of reasons, those requirements are in addition to, and are not a substitute for, the State-mandated responsibilities vested in the City.

Prior to undertaking any construction on your home or business, please contact the City to inquire about permit requirements. While visiting our permit counter is encouraged, we are also happy to schedule appointments outside of regular permit counter hours to explain requirements applicable to your project.

Beware of unlicensed contractors! State law requires anyone who contracts to perform work on a project that is valued at $500 or more for combined labor and materials costs to hold a current, valid license from the California Contractors State License Board.

The City’s permit counter is open from 7:30 a.m. to 2:30 p.m. (closed 12 to 1 p.m.), Monday through Friday (closed holidays), and by appointment. Please call City Hall at (949) 639-0500 to schedule an appointment or confirm hours of operation. Telephones are answered beginning at 8 a.m.
