Public Scoping Period Extended for the I-5/El Toro Road Interchange Project

November 1, 2023 – The public scoping period for the California Department of Transportation (“Caltrans”) and Orange County Transportation Authority’s (“OCTA”) proposed I-5/El Toro Road Interchange Project has been extended through December 18, 2023 at 5 p.m. During the public scoping period, members of the public are able to submit comments to Caltrans and OCTA regarding the depth and breadth of issues that should be addressed in the proposed project’s environmental documents. Examples of issues for which comments might be submitted include noise, traffic, aesthetics, air quality, greenhouse gas emissions, and impacts on businesses and adjacent properties, both during and after any potential future construction.

The I-5/El Toro Road Interchange Project seeks to improve traffic in the vicinity of the I-5/El Toro Road interchange and may result in physical changes and construction. Three “build” alternatives and one “no-build” alternative are under active consideration. More information is available at bit.ly/ElToroRoad.

The City of Laguna Woods strongly encourages its residents, businesses, and other interested parties to submit comments to Caltrans and OCTA during the public scoping period. This is an opportunity to provide early input on a proposed project that could result in the most significant circulation-related change to the I-5/El Toro Road interchange area since the construction of Interstate 5 more than 60 years ago.

Comments can be submitted in any of the following formats:

Caltrans and OCTA ask that members of the public who submitted comments via United States Postal Service mail during the initial public scoping period (July 12, 2023, and August 25, 2023) resubmit those comments prior to December 18, 2023 at 5 p.m.
