May 1, 2026 – The City of Laguna Woods is pleased to announce that it has received the California Society of Municipal Finance Officers’ “Operating Budget Excellence Award” for its Fiscal Years 2025-27 Operating Budget.
The operating budget is where the City of Laguna Woods budgets property tax, sales tax, cannabis business tax, Measure M2 proceeds, and other funds that support day-to-day operations, including the Orange County Sheriff’s Department’s law enforcement services, building safety services, public road and park maintenance services, and the free notary and document shredding services available to residents at Laguna Woods City Hall.
The California Society of Municipal Finance Officers is a statewide organization that serves local government finance professionals. The Operating Budget Excellence Award is earned by cities and other jurisdictions that meet certain “best practices” for robust, well-structured, and transparent operating budgets. Two levels of awards are bestowed with the Operating Budget Excellence Award being the highest of the levels.
“The City of Laguna Woods is proud to have a balanced operating budget, free of debt service obligations,” said Christopher Macon, Laguna Woods City Manager. “Best practices from the California Society of Municipal Finance Officers are among the tools we use to ensure our financial decision-making is responsible, prudent, and accessible to taxpayers.”
The City of Laguna Woods has received the Operating Budget Excellence Award for every fiscal year beginning with Fiscal Year 2015-16.
