AMERICAN RESCUE PLAN ACT REPORTING

H.R. 1319 (“American Rescue Plan Act of 2021”) was signed by President Biden on March 11, 2021. H.R. 1319 includes $350 billion in emergency funding for state, local, territorial, and Tribal governments related to the COVID-19 public health emergency. The City’s one-time allocation is $3,791,657.

CALPERS PENSION PLANS ACTUARIAL VALUATION REPORTS

Like many local governments in California, the City contracts with the California Public Employees’ Retirement System (“CalPERS”) to provide pension benefits for retirees. The City makes annual required contributions to CalPERS that are based on a variety of assumptions including, but not limited to, rates of return on pooled investments managed by CalPERS. The difference between the sum of the City’s annual required contributions and the total projected cost of earned pension benefits is referred to as the City’s unfunded accrued liability.

CalPERS produces an annual valuation report for each city’s pension plans based on information available as of June 30 of the preceding year. The valuation reports include the annual required contributions for the coming fiscal year, a projection of the annual required contributions for the following fiscal year, calculations of plan funded/unfunded status, and related information. Current and prior valuation reports are available at City Hall and on the CalPERS website.

CATALOG OF ENTERPRISE SYSTEMS

State law (California Government Code Section 6270.5) requires that the City disclose annually certain software applications and computer systems that are original sources of data for the collection, storage, exchange, and analysis of information for multiple departments and/or information collected about the public. CITY COUNCIL ETHICS TRAINING (ASSEMBLY BILL 1234)

State law (California Government Code Section 53235) requires that all members of the City Council complete biennial training in general ethics principles and ethics laws. This is sometimes referred to as “Assembly Bill 1234 training.” The most recent training records are available below.

CITY COUNCIL FAIR POLITICAL PRACTICES COMMISSION (FPPC) FORM 460

State law (California Government Code Section 81000 et al.) requires that committees controlled by one or more City Council candidates and committees primarily formed to support or oppose one or more City Council candidates file a “Recipient Committee Campaign Statement” with the City Clerk using California Fair Political Practices Commission (“FPPC”) Form 460.

CITY COUNCIL FAIR POLITICAL PRACTICES COMMISSION (FPPC) FORM 700

State law (California Government Code Section 87200) requires that all members of the City Council and all candidates running to obtain a seat on the City Council file a “Statement of Economic Interests” with the California Fair Political Practices Commission (“FPPC”) using FPPC Form 700. Form 700s for past, current, and prospective members of the City Council are available on the FPPC’s website.

SOLID WASTE AND RECYCLING HAULER FRANCHISE AGREEMENTS (ASSEMBLY BILL 2048)
TICKET AND PASS DISTRIBUTION POLICY AND DISCLOSURE

State law (California Code of Regulations Section 18944.1) requires certain disclosures regarding the City’s distribution of tickets and passes to its public officials. Since the City Council’s adoption of a ticket and pass distribution policy in 2012, only two tickets subject to such disclosure have been distributed. Should additional, qualifying tickets or passes be distributed in the future, required California Fair Political Practices Commission (“FPPC”) filings will be available below and forwarded to the FPPC.
