AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

VII. CONSENT CALENDAR

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

7.1 City Council Minutes from the meetings of January 19 and January 28, 2000 RECOMMENDED ACTION: Approve minutes as submitted.

7.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived. RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

7.3 Treasurer’s Report RECOMMENDED ACTION: Receive and File.

7.4 Warrant Register RECOMMENDED ACTION: Approve the February 16, 2000 Warrant Register, as submitted, in the amount of $155,702.84.

7.5 Temporary Signs Ordinance RECOMMENDED ACTION: Adopt an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, REGULATING TEMPORARY PROMOTIONAL SIGNS AND PROVIDING FOR THE REMOVAL OF SUCH SIGNS AT THE EXPENSE OF OWNER

7.6 Midyear Budget Modifications RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AMENDING RESOLUTION 99-46A AND THE FISCAL YEAR 1999-2000 BUDGET

7.7 Local Agency Investment Fund RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AUTHORIZING INVESTMENT OF MONIES IN THE LOCAL AGENCY INVESTMENT FUND

7.8 Membership in CalPERS Health Insurance Program RECOMMENDED ACTION: Adopt a resolution entitled: RESOLUTION ELECTING TO BE SUBJECT TO PUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT FIXING THE EMPLOYER’S CONTRIBUTION FOR EMPLOYEES AND THE EMPLOYER’S CONTRIBUTION FOR ANNUITANTS AT DIFFERENT AMOUNTS

7.9 Funding Application for Pavement Rehabilitation on El Toro Road

RECOMMENDED ACTION: Adopt a Resolution entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING THE SUBMITTAL OF ONE IMPROVEMENT PROJECT TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR ARTERIAL HIGHWAY REHABILITATION FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM.

VIII. PUBLIC HEARINGS

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. Open the Public Hearing; 2. Receive staff report; 3. Hear applicant presentation; 4. Accept public testimony; 5. Allow applicant comment; 6. Close Public Hearing; 7. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

X. CITY MANAGER’S REPORT

10.1 City Seal RECOMMENDED ACTION: 1) Select a graphic image for the City Seal from the refined concepts provided, and 2) Approve first reading of an Ordinance adopting the City Seal embossed and graphic images entitled:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS ADOPTING EMBOSSED AND GRAPHIC IMAGES FOR THE CITY SEAL

10.2 Traffic Signal Plan for El Toro Road

RECOMMENDED ACTION:

1) Approve the Recommended El Toro Road Traffic Signalization Plan; including: Traffic signal modifications at Calle Sonora, Home Depot, and Paseo de Valencia (Request to Laguna Hills); new signal at Saint Nicholas Catholic Church/Lutheran Church of the Cross with conditions, deny a future traffic signal between Moulton Parkway and Home Depot (Equestrian Center), and approve striping and signal modifications at Avenida Sevilla and

2) Approve the Resolution conditionally approving the traffic signal at the Saint Nicholas Catholic Church/Lutheran Church of the Cross Driveways and El Toro Road, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING THE INSTALLATION OF A TRAFFIC SIGNAL ON EL TORO ROAD AT THE SAINT NICHOLAS CATHOLIC CHURCH AND THE LUTHERAN CHURCH OF THE CROSS DRIVEWAYS, INCLUDING ALL CONDITIONS APPLICABLE TO THE INSTALLATION AS REQUIRED BY THE CITY ENGINEER, AND AUTHORIZING THE MAYOR TO EXECUTE AGREEMENTS WITH THE APPLICANT

10.3 Modifications to City’s Temporary Signage Regulations

RECOMMENDED ACTION: Discuss and give direction to staff.
