AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

7.1 City Council Minutes from the meetings of Adjourned Regular Meetings of May 3, 2000 & May 17, 2000.

RECOMMENDED ACTION: Approve minutes as submitted.

7.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

7.3 Treasurer’s Report

RECOMMENDED ACTION: Receive and File.

7.4 Warrant Register

RECOMMENDED ACTION: Approve the June 21, 2000 Warrant Register, as submitted, in the amount of $247,794.50.

7.5 Road Fee Programs

RECOMMENDED ACTION: Approve a Road Fee Program Cooperative Agreement between the City of Laguna Woods and the County of Orange, and authorize the Mayor to execute subject to review for form by the City Attorney.

7.6 Claim against the City by Harry C. Finch

RECOMMENDED ACTION: Deny the claim against the City of Laguna Woods by Harry C. Finch in the amount of $4,675.50 for monetary loss.

7.7 City Warrants – Facsimile Signatures

RECOMMENDED ACTION: Adopt a resolution authorizing the Bank America Corporation to honor City warrants bearing facsimile signatures, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AUTHORIZING BANKAMERICA CORPORATION TO HONOR CITY ACCOUNT CHECKS, DRAFTS AND OTHER ORDERS FOR THE PAYMENT OF MONEY BEARING FACSIMILE SIGNATURES OF THE MAYOR AND CITY MANAGER

7.8 City Manager’s Agreement

RECOMMENDED ACTION: Approve and authorize the Mayor to execute an Agreement between the City of Laguna Woods and Leslie A. Keane relating to her services as city manager.

7.9 Orange County Fire Authority – Fire Services Agreement

RECOMMENDED ACTION: Approve Amendment .01 to Fire Emergency Medical Services Agreement (#00-01) between the Orange County Fire Authority and the City of Laguna Woods, and authorize the Mayor to execute subject to review for form by the City Attorney.

7.10 Amendment to El Toro Reuse Planning Authority Joint Powers Agreement

RECOMMENDED ACTION: Approve Amendment to the El Toro Reuse Authority Joint Powers Agreement (#99-20), and authorize the Mayor to execute subject to review for form by the City Attorney.

7.11 Designation of libraries to receive the City Local Appointments List and other required official documents.

RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, DESIGNATING PUBLIC LIBRARIES TO RECEIVE THE LOCAL APPOINTMENTS LIST AND OTHER REQUIRED OFFICIAL DOCUMENTS

7.12 Development of Local Resources to Identify the Sources of Beach Closures and Watercourse Contamination

RECOMMENDED ACTION: Adopt a Resolution supporting the development of County resources to identify sources of water contamination, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA RELATING TO THE DEVELOPMENT OF LOCAL RESOURCES TO IDENTIFY THE SOURCES OF BEACH CLOSURES AND WATERCOURSE CONTAMINATION

7.13 Street Light and Utility Pole Usage Agreements

RECOMMENDED ACTION: Approve two lighting service agreements and a pole use license with Southern California Edison, and authorize the City Manager to execute subject to review for form by the City Attorney.

9.1 Advisory Committee Protocols

RECOMMENDED ACTION: Consider approving Council Policy 2.1: Council Advisory Committees

9.2 Executive Order: Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations

RECOMMENDED ACTION: Consider adopting a legislative stance focused on amending and/or expanding the effective scope of Executive Order 12898 to increase protections for senior citizens against potentially significant and adverse environmental effects caused by federal actions/projects.

X. CITY MANAGER’S REPORT

10.1 Fiscal Year 2000-01 Annual Budget

RECOMMENDED ACTION: Review City Manager’s proposed budget and recommendations of the Council Budget Committee; receive and consider public input; and provide direction to staff to prepare actions necessary to implement the Fiscal Year 2000-01 annual budget.
