AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

6.1. Proclaiming April as Earthquake Awareness Month

VII. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

7.1 City Council Minutes from the meeting of February 16, 2000 and amendment to the City Council Minutes from the meeting of September 15, 1999. RECOMMENDED ACTION: Approve minutes and amended minutes as submitted.

7.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived. RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

7.3 Treasurer’s Report for March 2000 RECOMMENDED ACTION: Receive and File.

7.4 Warrant Register RECOMMENDED ACTION: Approve the March 15, 2000 Warrant Register, as submitted, in the amount of $ 165,399.48

7.5 Conflict of Interest Code RECOMMENDED ACTION: Adopt a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADOPTING A CONFLICT OF INTEREST CODE

7.6 Public Employees Retirement System (PERS) deferred compensation program RECOMMENDED ACTION: Adopt a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING ADOPTION OF CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM (CALPERS) DEFERRED COMPENSATION PLAN

7.7 Southern California Gas – Franchise Acceptance Letter RECOMMENDED ACTION: Receive and File.

7.8 City Seal RECOMMENDED ACTION: Adopt an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS ADOPTING EMBOSSED AND GRAPHIC IMAGES FOR THE CITY SEAL

VIII. PUBLIC HEARINGS

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. Open the Public Hearing; 2. Receive staff report; 3. Hear applicant presentation; 4. Accept public testimony; 5. Allow applicant comment; 6. Close Public Hearing; 7. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

9.1 Comprehensive Plan for Noise Regulation (Councilmember Thorpe) RECOMMENDED ACTION: Consider and give direction to staff.

9.2 El Toro Road Traffic Signal Plan (Mayor Hack) RECOMMENDED ACTION: Consider and give direction to staff.

9.3 Modifications to Fiscal Year 1999-2000 City Council Schedule RECOMMENDED ACTION: Consider and approve modifications to the April, May and June meeting schedules.

X. CITY MANAGER’S REPORT
10.1 Sphere of Influence Modification: Laguna Laurels Parcel 5 RECOMMENDED ACTION: This will be a verbal update; no action is required.

10.2 Census 2000 RECOMMENDED ACTION: This will be a verbal update; no action is required.
