AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

4.1 Laguna Canyon Foundation – Update on Plans for Laguna Coast Wilderness Park

  1. CITY PROCLAMATIONS

All proclamations listed under this section will be enacted by one vote, unless Members of the City Council request specific items be removed for separate action. Proclamations will then be read and presented.

5.1 Proclamation – Recognize The Irvine Company for generous open space dedication to residents of the County of Orange.

5.2 Proclamation – California Voter Registration Week – January 28 – February 4, 2002.

5.3 Certificate of Commendation – Genevieve Ruff celebrated her 100th Birthday on January 5, 2002.

  1. CONSENT CALENDAR

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

6.1 City Council Minutes from the adjourned regular meetings of November 30, 2001, December 3, 2001, and December 14, 2001

RECOMMENDED ACTION: Approve minutes as submitted.

6.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

6.3 Treasurer’s Report

RECOMMENDED ACTION: Receive and File the December 2001 monthly Treasurer’s Report.

6.4 Warrant Register

RECOMMENDED ACTION: Approve the January 16, 2002 Warrant Register in the amount of $414,955.39.

6.5 Temporary Use and Special Events Ordinance

RECOMMENDED ACTION: Second reading and adoption of the following ordinance, entitled:

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, REGULATING SPECIAL EVENTS AND TEMPORARY USES WITHIN THE CITY OF LAGUNA WOODS.

6.6 Administrative Policies

RECOMMENDED ACTION: Approve Administrative Policies 4.1: Code of Ethics and 4.2: Employee Leave.

6.7 Fees for Recreation Program

RECOMMENDED ACTION: Approve an entrance fee of $3 for the recreation program entitled “An Afternoon with Laguna Playhouse Thespians.”

VII. PUBLIC HEARINGS

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. Receive staff report; 2. Open the Public Hearing; 3. Hear applicant presentation; 4. Accept public testimony; 5. Allow applicant comment; 6. Close Public Hearing; 7. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

7.1 Home Occupation Ordinance

RECOMMENDED ACTION:

  1. Receive Staff Report

  4. Approve resolution entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADOPTING NEGATIVE DECLARATION 01-06 FOR THE CITY OF LAGUNA WOODS HOME OCCUPATION ORDINANCE.

  1. Introduce and approve first reading of Ordinance entitled:

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, REGULATING HOME OCCUPATIONS WITHIN THE CITY OF LAGUNA WOODS

7.2 Guard Rail Ordinance

RECOMMENDED ACTION:

  1. Receive Staff Report
  2. Open Public Hearing
  3. Close Public Hearing
  4. Introduce and approve first reading of Ordinance entitled:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AMENDING ORDINANCE NO. 99-09 WHICH ADDS TITLE 8, “BUILDINGS AND CONSTRUCTION”, AND CHAPTER 8.02 “BUILDING CODE” TO ADD PROVISIONS FOR GUARDRAILS AT LOW WINDOW SILL CONDITIONS FOR NEW CONSTRUCTION

8.1 Future Meeting Schedule

RECOMMENDED ACTION: Review and give direction to staff regarding the 2002 calendar year Council meeting schedule.

8.2 Human Relations

RECOMMENDED ACTION: Adopt a resolution identifying the City of Laguna Woods as a city that values and supports the rights of all of its diverse population, by title as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, EXPRESSING THE CITY’S COMMITMENT TO HUMAN RIGHTS

8.3 “Get-Out-The-Vote” Campaign for the March 2002 Election (agendized by Councilmember Hack).

RECOMMENDED ACTION: Approve a “get out the vote” campaign for the March 2002 election.

  1. CITY MANAGER’S REPORT

9.1 Exercise for Health Challenge

RECOMMENDED ACTION: Approve the scope of the 2002 Laguna Woods Exercise for Health Challenge, and authorize the event committee to solicit corporate sponsors.

9.2 OCTA Senior Mobility Program

RECOMMENDED ACTION:

  1. Authorize the City Manager to execute an agreement with the Orange County Transportation Authority to participate in the Senior Mobility Program, and allocate the City’s matching share – $10,000 – from funds currently budgeted for transportation improvements.
  2. Approve a nine-month pilot Taxi Voucher Service to be implemented by April 1, 2002.
  3. Approve use of Senior Mobility Program funds to buy-down the cost of taxi vouchers for residents who either:

9.3 Mid-Year Budget Review

RECOMMENDED ACTION: Discuss Fiscal Year 2001-02 budget status and give direction to staff for formal modification at the March 20, 2002 Council meeting.
