AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

5.1 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.
RECOMMENDED ACTION: Waive reading of ordinances and resolutions.
5.2 Fats, Oil & Grease (FOG) Ordinance
RECOMMENDED ACTION: Approve second reading and adoption of an Ordinance establishing regulations for facilities that prepare food, entitled:
AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING CHAPTER 4.60 REGARDING THE DISPOSAL OF FATS, OILS AND GREASE FROM FOOD FACILITIES
5.3 Employee Deferred Compensation Plan
RECOMMENDED ACTION: Approve a resolution authorizing City employee participation in the ICMA deferred compensation program, entitled:
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ELECTING TO ESTABLISH A 401 MONEY PURCHASE PLAN
5.4 Energy Efficient Improvements for Residential Units Occupied by Low and Moderate Income Seniors
RECOMMENDED ACTION: Approve an agreement with the County of Orange Housing and Community Development Department for energy efficient improvements for residential units occupied by low and moderate income seniors, and authorize the Mayor to execute the agreement subject to review as to form by the City Attorney.
Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.
6.1 Leisure Diner Use Permit (UP-103)
RECOMMENDED ACTION:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING USE PERMIT UP-103 FOR MODIFICATIONS TO THE OFF STREET PARKING REQUIREMENTS FOR THE PROPOSED RESTAURANT LOCATED IN THE WILLOWTREE SHOPPING CENTER, 24310 MOULTON PARKWAY, SUITE “L”.

RECOMMENDED ACTION: Approve proposed nominations to City advisory committees.
VIII. CITY MANAGER’S REPORT
8.1 El Toro Road Traffic Signal Communications System Modification from Aliso Creek Road to Calle Sonora
RECOMMENDED ACTION: Award a contract to the lowest responsive bidder for the El Toro Road Traffic Signal Communications System modification construction project; and authorize the City Manager to execute a contract and approve change orders, subject to approval of the contract as to form by the City Attorney
8.2 Fiscal Year 2003-04 Annual Budget

At this time members of the public may address the City Council regarding any items within the subject matter jurisdiction of the City Council. NO action may be taken on items not listed on the agenda unless authorized by law.
The Council will meet in closed session with its property negotiator Leslie A. Keane, in accordance with Government Code Section 54956.8 to discuss the acquisition of land in the vicinity of Moulton Parkway and El Toro Road.
