AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

  1. CONSENT CALENDAR

 

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

 

6.1   City Council Minutes from the regular meeting of February 19, 2003.

 

RECOMMENDED ACTION: Approve minutes as submitted.

 

6.2   Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

 

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

 

6.3   Treasurer’s Reports

 

RECOMMENDED ACTION: Receive and File February 2003 monthly Treasurer’s Report.

 

6.4   Warrant Register

 

RECOMMENDED ACTION: Approve the March 19, 2003 Warrant Register in the amount of $316,806.14.

 

6.5   United Street Light Replacement

RECOMMENDED ACTION: Award a contract to Three Kings Construction in the amount of $274,750, plus authorized change orders not exceeding 25% of the base amount, for the installation of 175 new street lights in United Laguna Hills Mutual; and authorize the City Manager to execute the agreement and approve change orders.

 

6.6   Records Retention Policy

 

RECOMMENDED ACTION: Adopt a resolution entitled:

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA ESTABLISHING A RECORDS RETENTION POLICY BY ADOPTION OF A RECORDS RETENTION SCHEDULE

 

6.7   Amendment No. 3 to Agreement No. C-0-0936 between the Orange County Transportation Authority and City of Laguna Woods

 

RECOMMENDED ACTION: Approve and authorize the Mayor to execute Amendment No. 3 to Agreement No. C-0-0936, between the Orange County Transportation Authority and City of Laguna Woods.

 

6.8 City Capital Equipment

 

RECOMMENDED ACTION:     Approve the addition of the following     equipment to the City’s Fiscal year 2003-04 capital equipment budget – computer work station, portable digital projector and scan converter.  Sufficient funding is available in the current budget.

 

VII.  PUBLIC HEARINGS

 

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

 

7.1   Zoning and Development Code

 

RECOMMENDED ACTION:

 

  1. Receive Staff Report.

  1. Introduce and approve first reading of an Ordinance to regulate land use and development within the City of Laguna Woods, entitled

 

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADOPTING A NEW ZONING CODE AND OFFICIAL ZONING MAP

8.1 Advisory Committee Appointments

 

RECOMMENDED ACTION: Approve proposed nominations to City advisory committees.

9.1 Exercise Challenge Status Report.

 

RECOMMENDED ACTION: Review plans for the 2003 Exercise Challenge and give direction to staff and the Social Services subcommittee of the Community Services Committee.

The City Council will meet in closed session to confer with legal counsel regarding one matter of potential litigation, pursuant to the provisions of Government code Section 54956.9(c).
