AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed.  The listed Recommended Action represents staff or a particular Committee’s recommendation.  The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.  Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door.  The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council.  Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally.  Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

VI. CONSENT CALENDAR

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote.  There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

6.1 City Council minutes from the regular meeting of December 21, 2005.

RECOMMENDED ACTION:  Approve minutes as submitted.

6.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

6.3 Treasurer’s Report

RECOMMENDED ACTION: Receive and File December 2005 monthly Treasurer’s Report.

6.4 Warrant Register

RECOMMENDED ACTION:  Approve the January 18, 2006 Warrant Register in the amount of $437,401.72.

 

6.5 City Attorney

RECOMMENDED ACTION: Appoint Stephen A. McEwen, of Burke Williams & Sorenson, as City Attorney for the City of Laguna Woods and Julie Hayward Biggs, of Burke Williams & Sorensen, as Assistant City Attorney.

VII. PUBLIC HEARINGS

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing; E. Council comment and questions and take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

8.1 Citizen Advisory Committee Appointment

RECOMMENDED ACTION: Approve proposed nominations to City advisory committees.

IX. CITY MANAGER’S REPORT

9.1 Mayer Corporation Affordable Housing Agreements

RECOMMENDED ACTION:

A. Approve a Density Bonus Housing Agreement with the Mayer Corporation, and authorize the Mayor to execute the agreement subject to approval as to form by the City Attorney.

B. Authorize City Manager to execute Affordable Housing Covenants with the purchasers of individual units designated as affordable.

9.2 Battery Disposal Regulations

RECOMMENDED ACTIION:  Introduce and approve first reading of an ordinance establishing household battery disposal regulations, entitled:

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA ESTABLISHING RECYCLING REQUIREMENTS FOR RETAIL BUSINESSES THAT SELL BATTERIES WITHIN THE CITY.

9.3 Mid Year Budget Review

RECOMMENDED ACTION:  Discuss Fiscal Year 2005-06 budget status and provide direction to staff for formal modification at the February 15, 2006 Council meeting.
