CITY COUNCIL MINUTES
ADJOURNED REGULAR MEETING
May 2, 2007
2:00 P.M.
I. CALL TO ORDER
Mayor Robbins called the Adjourned Regular Meeting of the City Council of the City of Laguna Woods to order at 2:00 p.m.

IV. CITY MANAGER’S REPORT
4.1 Fiscal Year 2007-08 Budget
City Manager Keane noted that this was the first meeting to discuss the Fiscal Year 2007-08 budget. The other meetings are scheduled for May 16, and June 13, with the budget adoption scheduled for the June 27 meeting.
Council was provided with projected General Fund base budget expenditures for Fiscal Years 2007 through 2014. The revenue projections included the impact of shifts in sales and vehicle license fee revenues to property tax and projected vehicle license fee loss associated with the City’s seventh year formula transition. General Fund revenues are expected to be adequate to meet current staffing and core program needs. 
City Manager Keane answered questions from Council and noted that additional funding is requested for 1) replacement of three computers, and 2) improvements to city hall. The base General Fund budget is proposed at 4% higher than the prior year and includes full year staffing for the senior management analyst position, an increase in the public safety budget, continuation of the City’s taxicab voucher program and continuation of the household hazardous/e-waste pickup programs at the current levels. The last two programs are partially funded with grants. 
Mayor Robbins discussed budgeting $200,000 for improvements to City Hall building. After discussion, City Manager Keane suggested budgeting $50,000 for a structural engineer. 
Councilmember Bouer discussed changing or modifying staff salaries. City Manager Keane advised that a compensation process will be started and brought back to Council.
Council had no further recommendations to the budget.
