AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

VI. CONSENT CALENDAR

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

6.1 City Council minutes from the regular meeting of February 20, 2008.

RECOMMENDED ACTION: Approve minutes as submitted.

6.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

6.3 Treasurer’s Report

RECOMMENDED ACTION: Receive and File February 2008 monthly Treasurer’s Report.

6.4 Warrant Register

RECOMMENDED ACTION: Approve the March 19, 2008 Warrant Register in the amount of $694,206.46.

6.5 Fiscal Year 2007-08 Mid-Year Budget Review

RECOMMENDED ACTION: Approve a resolution modifying the Fiscal Year 2007-08 budget, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AMENDING RESOLUTION 07-11 AND THE FISCAL YEAR 2007-2008 BUDGET

6.6 Employee Compensation Schedule

RECOMMENDED ACTION: Approve a resolution modifying the City’s compensation schedule to correct a typographical error, entitled

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, MODIFYING RESOLUTION NO. 07-14, AND ESTABLISHING COMPENSATION FOR THE PART TIME POSITON OF GENERAL MAINTENANCE TECHNICIAN

6.7 Water Quality Ordinance Implementation Agreement

RECOMMENDED ACTION: Approve an agreement between the Orange County Flood Control District and the City of Laguna Woods for as needed after-hours urban runoff inspection services, and authorize the Mayor to execute the agreement subject to approval by the City Attorney as to form.

6.8 Liability Claim

RECOMMENDED ACTION: Deny the claim against the City of Laguna Woods by Valentino R. Birardi

6.9 Orange County Transportation Authority Combined Transportation Funding Program

RECOMMENDED ACTION:  Approve a resolution applying for grant funding from the Orange County Transportation Authority, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA APPROVING THE SUBMITTAL OF TWO IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM

6.10 Emergency Ambulance Contract Extension

RECOMMENDED ACTION: Approve an agreement extending the agreement between the City of Laguna Woods and Doctors Ambulance for the provision of emergency ambulance services within the City of Laguna Woods for five years; and authorize the Mayor to execute the agreement subject to approval by the City Attorney as to form.

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing; E. Council comment and questions and take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

RECOMMENDED ACTION: Consider and approve modifications to the City Council 2008 meeting schedule.

9.1 Dishwasher Replacement Permits

RECOMMENDED ACTION: Approve a one year pilot permit inspection and fee calculation program for existing dishwashers that are replaced under certain conditions.

9.2 Pre-Incorporation Building Permits

RECOMMENDED ACTION: Authorize City staff to accept PCM permit      records that identify County building permit numbers as evidence that a County permit was issued, inspected and approved.
